How Soon is Safe? Iraqi Force Development and Conditions-Based U.S.Withdrawls

This US paper asserts that unless the ISF are truly able to take up the burden as the US withdraws, the pressures of Iraqi and US domestic politics could set a timeframe for US withdrawals that will lead to instability in Iraq, and force the US to hand over responsibility to the Iraqi Security Forces (ISF) before they are able to do the job
